Could Picard fill Sisko's shoes?

In the second season of DS9, Sisko made a wonderful analysis of why Starfleet was out of touch with the Maquis situation: because Earth is paradise, but Sisko and the Maquis don't live in paradise.

It could be argued that the orderly nature of life on a Federation starship would be paradise like as well. Sisko proved himself time and again to be a highly competent officer, and could undoubtedly perform well as captain of the Federation flagship. However, what allowed him to succeed as commander of Deep Space Nine was that he was flexible enough to bend the rules at times, and knew exactly when to resort to military solutions.

It could be argued that Picard was rather inflexible when it came to Federation rules. He also seldom, if ever, chose to resort to the use of force as a solution to any problem. With these facts in mind, do you think that Picard would have been able to succeed as commander of Deep Space Nine just as Sisko did? I don't think so.

When coming to conclusions on this question, disregard the fact that Sisko was the Emissary of the Prophets.
