UPN and movies are the problem

LeVar Burton hit the nail right on the head with the lack of character development in Nemesis. During the series, character development was everything we'd come to expect from TNG and a big part of what made the series popular. But I'd also say that TOS movies were no different when you consider that Uhura, Scotty, Sulu, and Chekov had little or no character development in the movies. TOS was, in my opinion, geared more toward action anyway because that's what it took to get a show on the air at that time. TNG could afford to be more character driven and cerebral because it was in syndication and had no one network to answer to.

With Enterprise, Star Trek once again needs to cater to a network to stay on the air. The network demands action and the producers must deliver with no questions asked. So Enterprise is in the same boat as TOS because of network politics. I'm not saying that Berman and Braga are completely off the hook, but I will say that Star Trek will never have another good series if it can't put the series on in syndication.
