He had a very capable goodbye in Star Trek VI. In fact, that is the very reason why he did not agree to have a cameo role in Generations just to collect a paycheck. He believed in the integrity of the ending that Undiscovered Country provided, and that was that. His work in TNG and this film are just a continuation of his character's life beyond the 23rd century.

As for him being "under-utilized"? That is by choice. He loved the stage and being behind the camera (moving and still), first and foremost. As far as he is concerned, Los Angeles doesn't owe him anything more on screen -- and vice versa.
