As with other spy snapshots, the full context of the scenes is unknown.

The craft shown in these photos might not represent the "latest" 23rd-century technology found aboard NCC-1701. Just as, here in 2008, NASA's 40-year-old shuttles don't represent the latest 21st-century technology.

The vehicle seen in these images could be a relic in Kirk's childhood. Apart from its worn and dusty condition, the console shows an instrument which displays "FEET", instead of the metric system that's preferred in TOS (only a handful of episodes use "feet" or "miles" instead of "meters" or "kilometers").

This could be an additional way of indicating vintage technology, i.e. from a time before the US joined the world majority in using the metric system which would be adopted by a united Earth organization (and Starfleet).
