On DS9 we're looking for shows that involve and focus on OUR
characters, that are driven by them, and that impact them directly.
So there's nothing wrong with creating an alien race. Just make
sure they service a story about our characters, not the other way
around. To often, first time writers fall in love with alien races
or characters of their creation and forget to focus on the recurring
characters who are the life blood of the show they're trying to
write for. It's definitely something to watch out for.
A good examples of what I mean are the Paradans in "Whispers." We
know very little about them. But we don't need to. We know
everything we need to know to watch a fascinating story about
O'Brien. I'm sure you could write an essay about their culture,
behavior, mating habits, etc., but the bottom line is, as far as the
story's concerned, it just doesn't matter.
